A reversal of Judge Sauls would have to result in
a remand to him for further proceedings in accordance with
whatever basis the FSC uses to reverse.

This whole thing has become a judicial daisy chain.
The 11th Circuit didn't decide its case on the merits
because Bush was not yet damaged (i.e. he has been certified as the winner).

Judge Sauls' decision is not final until the FSC
finishes with it.

The USSC effectively suggested that the federal issues
were not yet ripe because it did not understand the
basis for the FSC ruling.

Between issues of ripeness, and the various appeals
processes, this could go on forever.

I suppose the statisticians could project the variables:-)
