Although a jolly good guy, Sauls was a Democrat who became a Republican who then became a Democrat. Maybe it depends on whose in power? Incidentally, he was appointed by a Republican.

Too bad he didn't even look at a ballot before rendering his decision. Seemed like he ruled more out of convenience than anything.
