I have heard that term tossed about quite a bit over the past few months. Doesn't "disenfranchise" mean to strip of all civil rights, such as habeus corpus, freedom of assembly, etc.? Those who are incarcerated are disenfranchised, for example. But being denied the right to suffrage as indicated in the US and various state constitutions does not seem to qualify as disenfranchisement, in the strict sense.

To use an analogy: if I am arrested for staging a protest because I did not have an assembly permit, does this mean I am disenfranchised?
