as i recall brinker has said two things consistently.....of which i am sure people will criticize him....they will say he is trying to have it both ways......i think the key here is that he is advocating asset allocation.....i dont believe he is making predictions that happen instantaneously for a specific asset class.....i think he realizes many people dont have a diversified portfolio and havent bought small cap funds b/c of performance....so when the rally happens it may be too late for them and they will then chase returns.......

1. small caps may rally before the raging bull is finished
2. small caps may rally after a bear mkt of 6 to 18 months;
after which the rally could be exceptional based on history
