Okay, except that the role of the Independent Counsel is to investigate, and many times he exonerates. It is not true per se that it was an effort to impeach, although Starr may have surmised that Clinton's role in some of the matters investigated was being covered up.
The lie was perjury, and it occurred while in office, under discovery rules Clinton had signed in law, and during a lawsuit he might have settled. There was evidence of wider obstruction of justice and abuse of office, as well, and Clinton's failure to come clean immediately.
Whitewater was not, in fact, far in the past, but occurred a few years before. The allegations were felonious, and an investigation of the situation was inevitable, in sorting out the situation with Madison.
