simple. he would request a recount in counties favorable to himself, to defend himself against legal requests for hand recounts gore made.

in not doing so, his only means to maintain a lead
has been to:

1. declare hand recounts unconstitutional in federal court.
2. try to obstruct the hand recounts and run out the clock.
3. demonize the hand recounting process and standards.
4. get appointed president by the florida legislature.

all because gore made a legal and timely request
for hand recounts in selective counties.
