So the PIV margins are so low that Intel would have to sell at a loss in order to take market share like they did with the Celeron. That is a key point that I was missing.

The main difference is that P4 will be relied upon to deliver the revenue and profit for Intel. It can't be sacrificed. During the Celeron era, Intel had Pii and Piii that were higher clock speed and delivered all the profits for Intel, so Celeron could be sacrificed.
