Right indeed. In doing so, they did not take up their responsibility to see to it that a fair playing field was had, i.e. they allowed an uneven playing field to go forward, and they made themselves the arbiters of fairness, but without demanding fairness themselves...i.e. it'd be had only if Bush asked for it. Fairness, under ultimate law, does not lie with the whims of participants like Bush or anyone else. Today, they spoke words that seem to show they may be seeing the light.
