You are reaching far here. If the rules said "be sure you don't leave a dimple or your vote may be counted," then you'd be correct, and it would be their responsibility. But you know the rules say if you DON'T get the chad out, it won't be a vote. The true responsibility as the system now exists when you go into the booth, lies with the voter.
The non-voter in a race only has the responsibility to see to it that he didn't remove a chad he didn't want to.
