No one knows the answer to that, so it's simply speculation. Let's help him deal with the facts. Fact: Gore was losing before overseas absentee ballots came in. Fact: Gore was losing after overseas ballots came in. (by more) The ratio favors Bush, besides, it can be reasonably argued federal law trumps state law as it relates to our military men and women overseas. So if we followed law, Bush could potentially have received far more votes then he did. Although he didn't need them.
