That is the story reported, and the rationale for demanding that all absentee votes be disallowed. In the column I just posted, they said this:

Since the absentee ballots were removed from their envelopes in order to count the votes, it's impossible to match ballots with envelopes.

So I guess not all of the information was on the ballot itself.......
