The Federal Trade Commission moves toward a Thursday ruling. Despite lingering doubts, at least three of the five FTC members are now expected to vote to approve the deal. A draft settlement commits the firms to open Time Warner's high-speed cable lines to AOL's rivals while imposing tough nondiscrimination terms.

The Federal Communications Commission, moving on a separate track, is expected to approve the deal quickly as well. It may seek only a few further commitments, such as opening up AOL's instant-messaging services. The FCC chairman met again this week with FTC officials to coordinate strategy
