Otherwise you would basically have California determine every election.

Which is a very good argument against any changes ..
California gets lots of political 'plums/graft'
due to its' electoral college clout .. They won't
be inclined to legislate that away any time soon ..

The idea of assigning 'electors' in presidential
contests based on the winner of the popular vote
in each congressional district would tend to
'equalize' everyones' vote across the country ..
Would that reform be state by state or require
a Constitutional amendment to accomplish ??
