There is nothing "normal" about the selective hand-counting Gore seeks here. This is the first time hand-counting has been used in a state-wide election in Fla. Gore's main difficulty is with a system that never intended to allow anyone to gain territorial advantage, not Mr. Bush.

In local elections where hand-counts have been used in the past, ALL the votes were counted(would REQUIRE a statewide hand-count in this case). I can't blame Bush for fighting this gaining of territorial counting advantage, a thing hand-counting has never before offered a candidate.

Gore's main difficulty in getting these counts done, lies mainly in the fact that the laws did not actually plan for this, and so, squeeking these counts through canvassing boards has been inherently difficult.

The legislature of Fla. knows selective counting was never its intent. 14,000 represents a fraction of all the votes.

Had the system planned fully for these chadded ballots, it would either allow ALL counties or none to be counted, save in the event of localized fraud or machine failure...and probably require ALL counties even then, whenever the results are close enough.

What Gore seeks wasn't intended in law and it isn't constitutional either, nor should it be.
