TALLAHASSEE, Dec. 8 — In another big loss for Democrats and Al Gore, the judges in two Florida lawsuits ruled that absentee ballots in two counties would not be thrown own. Democrats have vowed to appeal to the state’s Supreme Court. At stake are nearly 25,000 absentee ballots that Democrats want to throw out, a move that would erase George W. Bush’s paper-slim lead over Gore.
