Well, that's exactly how the Florida law seems to be set up. The expectation is that each side will ask for its own favoring counties.

The Washington Post did an analysis of the undervote, and concluded it struck blacks disproportionately.

if you are implying that statewide vote recovery counting would favor Gore, I don't think that was ever clear at all.


There I disagree. It wasn't announced, but I think it was quickly clear to both camps. You just have to look at the location of the error-prone punch card voting machines vs. voting populations and patterns.

BTW, the Florida Supreme Court just ordered a handcount of the undercount, using the Florida State Standard. The court ruled 4-3.

The plot thickens. Now we can watch the Florida Legislature throw out the entire election.
