Per CNN.

Is this right? It's certainly far better than just counting the Dem counties. But did they set a standard?

If it is statewide then it's certainly not as big of a victory for Gore as it would seem. Based on Broward and Palm already counting, Bush should maintain or widen his lead on a statewide basis since most of the Rep. counties have not been hand counted - or at least the undervotes.
