It wouldn't matter, except for perception. The chads are really tough when left alone. Once damaged by a stylus they are prone to falling off. One way a manual count could proceed is to poke at all lose chads until they fall off. That would be a really slow way.

The chance of chads which have not been poked falling off is very slim. The resulting ballot would be nearly destroyed.
