Indented chads were not made by the tooth fairy. Almost invariably an indented chad results because a voter was unable to push the chad completely out of the ballot for one reason or another. That is why an indented chad where the indent has the shape of a stylus counts, or should count as a vote. That is the STANDARD which BUSH HIMSELF SIGNED INTO LAW IN TEXAS ABOUT THREE YEARS AGO. The argument made that you are "divining" the voter's intention is specious. If a ballot has two chads for the same race which are indented, or if the indentation does not appear to have been made by a stylus, the ballot should not be counted. But otherwise an indentation made by a stylus in a ballot is entitled to a presumption of being a vote for that candidate. IT'S JUST THAT SIMPLE. THAT'S THE WAY THEY DO IT IN TEXAS. THAT'S THE WAY BUSH APPROVED IT TO BE DONE IN TEXAS. THE SAME STANDARD SHOULD APPLY IN FLORIDA.
