hand recounts are used throughout the country, and they are allowed in florida. the gop is currently requesting a hand recount in new mexico for ballots that did not register a vote for president. I did my own research and found a precedent for hand recounts in palm beach county itself, including dimpled chads, and a new election being called. not sure how you maintain the position against hand recounts. even the gop expert witness mentioned hand recounts are necessary for accuracy in close elections. The court is providing for a standard by which the hand recounts will be conducted, which is also allowed in a contest under florida law.
