About as important as the fact that there is such a law in Texas, i.e., not important at all. I know what Gore has sought from the get go, and still seeks from the system. It does not resemble his relatively fair "offer." His undeliverable offer can't make up for the unfairness he and his lawyers have consistently sought...unconstitutional territorial advantages. I suppose you didn't notice Boise trying to convince the FSC why we SHOULDN'T count all the counties. Of course, he was doing this prominently in Saul's court too. Of course, Gore sought biased countings from the 8th on. His one undeliverable offer flies in the face of his actions. Dan B
