I tabulate 15,000 cards a year in a statewide science competition. About 1500 of those are mismarked or otherwise not machine readable for a number of very creative reasons. I inspect each and every one of the 1500 "undercounts". The vast majority (>90%) are easy to figure out while the remaining 5 or 10% require more work or cannot be rescued.

Concerning the Florida punch cards, I think it is very likely that the number of truly difficult cards is quite small compared to the vast majority of undercount cards exhibiting other easily evaluated defects.

The only joke here is that you and others are jumping up and down making this out to be rocket science - which is most definitely is not.
