they are counting the undervote statewide,and the Gore proposal a couple weeks ago called for a full recount statewide,if Bush would agree---but we know that the Bush camp attempted relentlessly to block any effort to try to correct the vote beyond the number tabulated for 11/7 with the exception of the overseas absentee vote,the Bush camp,if it didn't fight to block recount and undervote count at every juncture,this would have already been done.
this counting of the undervote does NOT gurantee a Gore victory,as parts of Northern Florida are heavily republican.
GZ knows from a couple of my posts well back,that i don't like either candidate,but i did vote for Gore simply because i like to keep DownEast Maine out of the hands of the "non-moderate" religious right branch of the republican party that dominates the western part of my state of Maine,and are just alien to the "mind or own damn business" philosophy of DownEast Maine.
If the republicans made a belated call for a full recount of every vote statewide,i would support it.
I,in the end,because i think what ever party wins the election will regret that they did,actually wanted the democrats to get Gore to concede as i would love to see how quickly the republican gets quite unpopular in this country once the "impeach Clinton" Tom Delay republicans make their move overtly to take control of the republican party in Congress.
So,i realized my wish for the Florida supreme court to rule in Gore's favor was wholely on the principal of the matter,and against the fact i wish Gore does not become president.
It was the intent of the founding fathers to have a litigious system of government and set up a complex judicial system,the this being fought in courts is apart of the founders plan.Why? they feared above all,dictorial decision,and the "muckery" democracy was the harder for a dictator to ever get control.
And because the system of checks and balances is so marvelously complex,you could still well see Bush win the whitehouse EVEN if Gore were to clearly take the Florida vote lead,via a battle through the legislatures of Florida and the federal government.
My wildest scenario is this,the final decision will end up on the floor of the senate,at which point a handful of democratis will break ranks on the basis that they perceive what i see,now is NOT in the best interest of the Democratic party to have the whitehouse,as they can fore-see a Democratic landslide come the 2002 congressional elections.
