Dan--if both candidates had agreed to a manual recount, it would have not been very difficult for Dubya's brother to call a special session of the legislature and, with the support of Democrats and Republicans (which would have been automatic), pass enabling legislation allowiing the statewide manual recount to go forward.

Everything should have stopped Gore from engaging in the reprehensible seeking of unfair advantage he was engaged in and didn't intend to cease(IMO) even as he made that offer. All a Bush acceptance would have garnered would have been this: "Sorry George, but the Fla. law just wouldn't allow us to count your territories too...you should have fought like I did, I guess. At least your recognize these counts I got were fair under the system as it is."

Well, NOT! Gore was dreaming, it wasn't going to happen.
