Dan--if both candidates had agreed to a manual recount, it would have not been very difficult for Dubya's brother to call a special session of the legislature and, with the support of Democrats and Republicans (which would have been automatic), pass enabling legislation allowiing the statewide manual recount to go forward. ----------------------- Everything should have stopped Gore from engaging in the reprehensible seeking of unfair advantage he was engaged in and didn't intend to cease(IMO) even as he made that offer. All a Bush acceptance would have garnered would have been this: "Sorry George, but the Fla. law just wouldn't allow us to count your territories too...you should have fought like I did, I guess. At least your recognize these counts I got were fair under the system as it is." Well, NOT! Gore was dreaming, it wasn't going to happen. Dan B
