Seriously speaking, it isn't already over. The most likely senerio now is that Gore wins by 500 votes. (Thats what the statisticians believed when they were interviewd -- something about 2000 of the 9000 votes will be definable as to the voter intent and that the votes will go 2 to 1 favoring gore based on the previous 1000 votes that were already counted, so that gore will pick up about 666 votes.) What should or would Bush do in that circumstance. I think that gore really would have to concede if the count didn't go in his favor. What Bush would do is a bigger question.
