Is this right ??

1)Voter goes to the polls,

2)He/she is 'checked' against a 'list'
of registered voters for the given precinct
to ensure one person one vote ..

3)Voter makes an 'over-vote' mistake ..
ie votes for more than one 'presidential choice'
realizes it, hands in the ballot and requests a
new ballot and subsequently successfully completes
his/her ballot

4)All 'over-vote' ballots from (3) above are set
aside as 'spoiled ballots' to avoid double counting

5)All ballots except 'spoiled ballots' are run through
the vote-matic machine .. this process results in
some number of 'rejects' that the vote-matic machine
fails to read .. the 'rejected' ballots are considered
'under-votes' if there is no choice or an
incomplete choice for the presidential race and
set aside as 'under-votes'

6)Other 'rejected' ballots that the vote-matic machine
failed to read are considered 'over-votes' as they
exhibit that more than one choice for the presidential
race was made ..

Question #1 .. How do we know that the 'over-votes' from
(3) and (6) have been segregated since the Nov 7 th
election and subsequent re-counts across all the
precincts in Florida ?? 'Over-votes'from (3)
should never be re-counted whereas category
(6) 'over-votes' probably have been ..

Question #2 .. After all the counts and re-counts,
is anyone confirming that the 'final valid vote
total per precinct' is a number less than the number
of voters who showed up Nov 7th (2) minus
the number of 'spoiled ballots' (3) ????
