The intent is assuredly not majority rule. It is majority rule within reason but with a sop thrown to smaller states because they are given a slightly higher number of electors in order to preclude the tyranny of the majority. For this and other reasons, the Senate is composed of two Senators from each state, regardless of the population of each state.

The Founders were clever men. They wanted the less-populated states which they probably foresaw as being larger in territory to have a significant say in how the country was managed, regardless of their population. They did this because the larger, less populated states were seen as being likely to possess significant sources of wealth. They were right, viz., California in the 1800s.
