Voting procedures have nothing to do with it. One county votes dimples...one doesn't...one counts a dimple for Gore if all the other removed chads were Democratic...one doesn't...it makes no sense. How can you have an accurate count, when the rules are different in every county.

Being familiar with the county's voting procedures does not solve the problem of inconsistency. We saw that when the rules kept changing midcount during the last re-count. Surely you can admit that it puts this entire re-count into question.

Simple analogy: 1 pile of blue chips...1 pile of red. The loser gets to do the recount. HE DECIDES that in his blue pile every chip represents 2 points and every red chip for his opponent represents 1 point. How could this be fair when the rules for recounting weren't established ahead of the game.
