I totally disagree with that...there are undervotes in every county in every state in the US. Florida gets special treatment because of the closeness of the race. The machine recount should have been the end of it...or Gore should have asked for a statewide recount from the beginning when there would have been time to rectify some of the inherent problems. It is not more fair and accurate than the machine recount...it is going to be a biased and inaccurate count no matter how you look at it.
