It is perfectly clear.

Edit: Bush did consider a hand recount in NM but decided, at the last minute, not to do it.

Bush Decides Against Recount in Close New Mexico
Race

By Zelie Pollon

SANTA FE, N.M. (Reuters) - Republican George W. Bush (news - web sites), locked in
an election court contest in Florida that will decide who enters the White House, will
not seek to overturn Democrat Al Gore (news - web sites)'s narrow New Mexico
victory, state Republicans said on Friday.

Just minutes before the Friday deadline for a recount request expired, New Mexico
Republican Party Chairman John Dendahl said the Bush campaign had decided against
a challenge to Gore's 366-vote lead out of about 615,000 ballots cast statewide.

Not enough electoral votes to make it worthwhile?
Would have shown hypocrisy to ask for one while complaining about Gore's in Florida?
Would have shown hypocrisy while seeking the cesation of hand counts in Florida via his request to the U.S. Supreme Court?
