Because of the rules, both written and unwritten. Gore broke them and if the USSC hadnt intervened and Dade results released among others showing Gore in the lead, the cat would be out of the bag. And then it would have been Bush's turn to step up to the plate and bow out. But the USSC stepped in just in the nick of time for bush just as the FSC had for gore. The irony is that a 5-4 USSC vote will overrule the 4-3 FSC. Its a tie for president. Its a tie in congress. Its a tie in the FSC and its a tie in the USSC.
But only one person broke the unwritten agreement about candidates not taking elecions to the courts unless there would be a clear case of fraud. And that person was Sore loser Gore. Although i voted for him, i now consider him unfit for the presidency.
