``If the company were not in the index and we were considering it as a possible candidate, it's not even close,'' said David Blitzer, managing director of quantitative services and chief investment strategist at Standard & Poor's. ``It is much too small to be in the index.''Bethlehem Steel officials did not immediately return a call for comment Friday.With a market capitalization of just under $300 million, Bethlehem Steel represented only one one-hundredth of 1 percent of the value of the companies on the S&P, and less than 4 percent of the value of the five steel companies on the index.
