They can probably set the machines to pull out ballots with votes for congressional candidates but no vote for a presidential candidate.
Apparently, some counties have not machines or software to separate the "undervotes". Given that, what you are asking is even more difficult than something they already are not capable of doing.
If you listnened to the pre-counting hearing, they mentioned that basically, every time you do the machine count, you get a slightly different total (margins of error), so if they run the machines to do the separation, the machine is yet again asked "count" because that's the only way to determine the "undercount".
But this new "count" is not going to be used, because there is already a certified "count" which will be used. Only the "undervotes" are to be added. But now, they are going to be considering the "undervotes" from a 3rd count, and add them to regular votes from the 2nd count.
The Bush lawyer specifically described a scenario in Dade county, where a number of "undervotes" may be counted twice. Unfortunately, I didn't catch the entire presentation.
This is truly a bizarre exercise that is taking place.
