Douglas, is there not more to the problem that just setting up markets and organizations to manage it? Like limited transmission capacity across the region that limits capacity to certain areas such as SD & SF.

In addition to fines I believe operators i.e. Plant Managers may be liable for criminal & civil violations for operating knowingly in violation of air quality permit requirements. Balancing fines and revenues will not wash either as AQP's can be revoked. So it may not be as simple as magic wave of the wand.
