You're right. And Bush won Florida and 271 electoral votes and the Presidency. Al Gore, believing he has a divine right to rule (he is Prince of Tennessee), picked some counties where he knew the ballot counters were as partisan as they come and would do whatever was needed to manufacture however many votes were needed to put him in his palace. And ever since then, we've been dealing with the consequences.
