Yes, I think felons should NOT have the right to vote.

I don't think you understand my reference to the 'literacy' tests that took place in the south in the decades after reconstruction and before the civil rights movement was ultimately successful in enfranchising millions of southern voters. They were tests that were administered in an inconsistent manner based on a prospective voter's skin color.

"Skin color" is irrelevant. Literacy and knowledge are extremely relevant. I am aware of what you are referring to, but I am talking about something completely different. Does the voter know about the electoral college and how it works? If the person does, that person is qualified to vote. The voter never heard of the electoral college? Educate yourself about it and come back later.
