I thoroughly disagree, that's NOT a fact at all. Here is a clue as to what the clear reality is.

If it weren't for the fact that the system didn't intend a candidate to attempt to gleen territorial advantages, and that algor attempted to get exactly that, algor might have received a full fair count just by asking. Had the system intended the "Counting Grubbing" style skewed countings which algor sought, you can bet Bush or any opposition candidate would have sought to hand-count his own territory too. This was wholly unprecedented, unintended, and you can't change that fact.

Instead, algor has butted up against fairness with his greedy request, and thus his bucking against the fairness intended by the system was the real impediment, not Bush.

That's the fact
