OT: Not immediately calling for a full statewide recount looks like a major political error on the Gore side. There may have been practical considerations. There may have been unrealistic expectations - among the latter, that the Rs would either make the request themselves, or would accept Gore's offer of a full statewide recount, instead of virulently and even violently opposing something that's a conventional practice nationwide in extremely tight elections. I suspect that at the root there may have been the rather typical, even tragic, Gore tendency of being too clever by half, in this instance trying to seize upon an apparent legalistic advantage, and turning it instead into a devastating self-inflicted injury.
