Legal questions: If the election situation had been the reverse in Broward County, in other words had Bush been looking for votes, and two of the three people examining the dimples were Republicans rather than Democrats, do you think the results would have been the same as the real recount that occurred, or different? If you accept the legal definition of "intent", the state of one's mind at the time one carries out an action, then can an argument be formed that if the voter using a punch-card ballot fails to perform the action of punching out the card, that voter's intention cannot possibly be divined due to the fact that an action must follow an intention in order to argue the intention? Thanks in advance.
