I see nothing in FL 102.166 that in any way limits the number of counties that can be protested. There is also no such limit in 102.168, which governs contests. The FL Supreme Court obviously saw no such limitation when it ordered state-wide recounts. Don't believe everything you see on SI. Read the law yourself: leg.state.fl.us
