A. Handcounts take place only where requested. That's the way it has always been, with a few cases where they are mandatory in very close elections.

B. The election wasn't close enough for it to matter in the other states.

C. I think handcounts did take place in some other states where they were requested and it was close enough to matter - weren't some precincts in Washington, Arizona, and/or New Mexico recounted? For congressional races if not presidential? And weren't some by hand?
