ben, you misunderstood me. i am not arguing that bush had all 800. i think it is quite plausible that gore had equaly as many. i wonder whether those are being counted in palm beach, though.

you didn't answer my question, though. your candidate loses by 1 vote due to a hand recount in a district with a flood (it is western washington, right? ;-) otherwise, your candidate won.

is that more fair and more accurate than a statewide recount that includes the 0.5% error rate? would you be satisfied if george bush won in this fashion?

my answer is no.

count 'em all if you count one and that one could change the outcome.
