Agree. If however election officials made the voting procedures or voting ballots difficult to understand. That is some technical problems ahead of general voting. Gore thinks those near-illiterate US citizens may account for a lot of those questionable voting ballots that intended to vote for him in the first place. Thus the mess and recount appeals. Best.
