The cards are made so that they can be handled repeatedly without damage occurring(such as a chad falling out). I suppose it depends on what the meaning of "repeatedly" is. I would consider it to be more than 2 or 3 times. There are numerous eyewitness accounts of several hundred chads in piles on the floors...during hand recounts. That stinks.
