First, the punch cards that were used for computer programs were always punched by machine, so they didn't have the hanging chad problem. They had nice clean punches. And they were designed to be run hundreds of times. The chads that weren't punched stayed in place.

Do you have a problem with the idea of hanging chads falling off? Hanging chads are only hanging because some voter really punched them but did not completely dislodge them. They represent real votes; even the strictest standards for manual recounts agree on that. So it's not creating a vote if they fall off; they ought to have been taken off on Election Day to begin with.

Machine-sorting may cause hanging chads to fall off. But chads that were never punched do not fall off randomly just because someone is handling or sorting the ballots. I don't see the problem here.

I have heard some Republicans claim that because they found some chads in the bottom of the box, it means that chads have been falling off left, right and center and the ballots are no good anymore. This claim I say is nonsense. If you're manually recounting 100,000 ballots, each of which is supposed to have approximately 10 holes punched in it, wouldn't you expect a few hanging chads to fall off?
By itself, it's not proof of foul play.

I have not heard any claims that the chads are due to fraudulent, post-Election punching of the ballots. This of course would be a very different and serious charge.
