Hmm, the last time a candidate lost the popular vote (by less than 10,000 votes) but won the electoral college was in 1888. It has happened 4 times (assuming Bush is sworn in) in 104 Presidential elections. Hmm, are you sure 'continual' is the right word?

FYI the US is not, has never been, and was not intended to be a democracy, so I don't know what the proper implementation of one has to do with the price of eggs in Egypt.
