Actually, its 75% of the states have to ratify an amendment.

I wouldn't worry about such an amendment, it has no chance of approval by 75%.

A more likely amendment would be one specifying that the electors for each state shall be selected by plurality of popular vote and also giving congress the power to establish how such elections will be held, administered and adjudicated. These are Federal elections and should be consistent across the country and adjudicated through the Federal courts, if necessary.
