I would assume that the arbitration decision was based upon contractual language between Qualcomm and the relevant Korean entities.

Therefore, it would not be an issue of "leverage" per se, but an issue of appropriate interpretation of contractual terms.

We are not privy to the contractual terms in Korea or China, so it would NOT seem that one could reach a conclusion that China could get a "better deal" based upon the Korean arbitration.
