After reading that all I can say is that I am so glad I don't live in California. Their government officials are so totally clueless they actually think they know what they are doing. Worked there many years ago. Got a letter from them a year later demanding tax information they were not legally entitled to. Responded suggesting places they could stick their "demand". Haven't heard from them since.
