what's interesting here is that i am dual booting w98se and w2kpro, and the display prob only exists in w2k (on the same monitor, naturally).

i am running a 500mhz pentiumIII that ought to be able to hold up to the rigors of dragging a browser window across a desktop. <g3>

anyway, the prob is certainly not of monumental proportion. the refresh rate adjustment fixed the rippling effect and the flashing. perhaps one day i'll stumble upon the full solution.
